Özet

This chapter examines Turkey’s transformation from a pro-status quo, Western-oriented state into an assertive and multidimensional hybrid regional power. Positioned between the conventional categories of great and small states, Turkey leverages its geographic centrality, historical ties, and a blend of hard, soft, and institutional power to project influence across the Middle East and North Africa (MENA), the Balkans, and the Caucasus. Yet, its ambitions are constrained by a competitive multipolar environment shaped by rival regional states and the disruptive capacity of non-state actors. Framed within the volume’s post-sovereignty framework, the chapter analyses how sovereignty is relational and continually negotiated in contexts marked by contested governance and fragmented authority. Examining four interrelated dimensions—military capabilities, strategic influence in practice, economic tools, and ideational power—the chapter highlights both the scope and the limits of Turkey’s agency, emphasizing the tension between its regional aspirations, pragmatic recalibrations, and the structural realities of an unsettled global order.
