The position in the history of Turkish modernization and the effect of the case for the sending of students abroad is analyzed. Modernization became government policy activity as an institutional level in the Tanzimat period. The sending of students to Europe also started and that is discussed in the context of the Ottoman educational system reforms and developments. The main source of the study is the Ottoman archive documents. By the scanning of the documents, 165 documents that reflect the general view of the phenomenon of sending students abroad were selected. The European cities that the students were sent to the subjects of their education, and their costs of materials are analyzed. However the election way of students, their social profile, the method's their management and discipline, and their employing areas and the efficiency of this policy was assessed. The conclusion furnishes the case for the sending of students abroad as an important dynamic in the history of Ottoman modernization. The Ottoman government purposed to transfer western science and techniques and they reproduced with this policy at an enormous expense.
