Türkiye’deki Jeomorfoloji Eğitimi Hakkında Tespit ve Değerlendirme

Özet

Türkiye’de Jeomorfoloji lisans eğitimi üniversitelerin coğrafya bölümlerinde verilmektedir. Ayrıca jeoloji, jeofizik, inşaat, orman mühendisliklerinin bazılarının programlarında da bir yarıyıllık, çoğunlukla tek ders olarak, sınırlı kapsamda jeomorfoloji dersi yer alır. Ancak bu mühendisliklerde verilen jeomorfoloji dersi; jeomorfoloji eğitimi lisans yeterlilikleri değil, jeomorfolojiyi tanıtma kapsam ve yeterliliği çerçevesi ile sınırlı kalmaktadır. Bu çalışmada; üniversitelerimizin Coğrafya bölümlerindeki jeomorfoloji eğitimine yönelik tespitler yapılarak, Yüksek Öğretim Kurulu (YÖK) ile Çalışma ve Sosyal Güvenlik Bakanlığı Mesleki Yeterlilik Kurulu (MYK) stratejileri birlikte tartışılmış ve güncel durum değerlendirilmiştir.

Bu amaç için ülkemizdeki 26 örgün öğretim dört yıllık coğrafya bölümü lisans ders programı gözden geçirilmiştir. Aynı zamanda, yükseköğretim prosedürü içindeki jeomorfoloji eğitimi ve ilgili konular araştırılmıştır. Ayrıca jeomorfoloji eğitimi ve mesleki sınıflama ve standartlar ile ilgili olarak uluslararası temel prensipler incelenmiştir.

Bulgular; üniversitelerimizdeki coğrafya bölümlerimizde verilen jeomorfoloji eğitiminde bir standart olmadığı, dört yıllık eğitim sırasında verilen jeomorfoloji derslerinin çeşitlilik, içerik ve kapsam olarak çok büyük farklılıklar gösterdiği, uygulanan programların olması gereken standartlar değil, bölümlerin kendi öğretmen ve eğitim imkânları ile şekillendiği belirlenmiştir. Bölümlerdeki jeomorfoloji derslerinin zorunlu-seçmeli dağılımındaki dezavantajı, sayısal ve analitik içerikli olması nedeni ile öğrencilerin jeomorfoloji derslerinden kaçınmaları, laboratuvar, malzeme materyal ve arazi uygulamalarına ait eksiklikler de jeomorfoloji eğitimindeki handikaplar olarak dikkat çekmektedir. Bu genel durum, jeomorfoloji lisans eğitiminin, YÖK Türkiye Yükseköğretim Yeterlilikler Çerçevesi, ISCED (International Standard Classification of Education) ve MYK nın esas aldığı Avrupa Yeterlilik Çerçevesi (AYÇ) ile uyumluluk göstermediğine işaret etmektedir.

Üniversitelerimizdeki jeomorfoloji eğitiminde belirlenen bu problemlerin birkaç sebepten kaynaklandığı anlaşılmaktadır. Bu sebeplerden biri yüksek Öğretim Kurumunun (YÖK) jeomorfoloji eğitimi için esas alacağı ve jeomorfoloji eğitimi için üniversitelerimizi yönlendireceği kanun ve yönetmeliklerin olmayışıdır. Bu durum; jeomorfoloji eğitiminde asgari standart oluşmamasına, derslerin ve içeriklerinin bölümlerin tercihine bırakılmasına neden olmaktadır. Diğer bir sebep ise jeomorfoloji, teknik bir eğitimi gerektirmesine karşın, coğrafya yükseköğretim programına, üniversite sınavının “Sözel Alan” puanlı öğrencisinin kabul ediliyor olmasıdır.

Geomorphology undergraduate education in Turkey are provided in geography departments of universities. In addition, geology, geophysics, civil and forest engineering degree programs are included the geomorphology courses in one semester, mostly as a single course. However, the geomorphology course in these engineering branches is to the scope and adequacy framework of introducing geomorphology, not to undergraduate qualifications. In this study, the determinations related to geomorphology undergraduate education in Geography departments have been made. Also; The findings were discussed together with the strategies of the Council of Higher Education (CoHE) and the Republic of Turkey Vocational Qualifications Authority (VQA) of the Ministry of Labor and Social Security and the current situation was evaluated.

For this purpose, 26 formal educations four-year geography undergraduate program in our country has been revised. At the same time, geomorphology education in higher education official procedure and related subjects were investigated. In addition, international basic principles related to geomorphology education are examined.

The findings indicated that there was no standard in geomorphology education given in geography departments of our universities, that geomorphology courses given during four-year education showed great differences in terms of diversity. It has been determined that the geomorphology undergraduate education programs currently in use are not in the required contents, but that the programs of these departments are shaped according to their own academic profile and education opportunities. Also, the disadvantage of geomorphology courses in compulsory-elective distribution in the geography departments, the students who are avoid geomorphology courses in the numerical and analytical content, and the deficiencies of laboratory, educational materials, land applications and field works are some of handicaps in geomorphology undergraduate education. This general situation indicates that Geomorphology undergraduate education in Turkey has not compatible with the CoHE Turkish Qualifications Framework for Higher Education, ISCED (International Standard Classification of Education) and the European Qualifications Framework (EQF).

It is understood that these problems identified in geomorphology education in our universities are caused by several reasons. One of these reasons is the lack of laws and regulations that the Council of Higher Education (CoHE) will base on geomorphology education. This situation leads to the absence of minimum standards in geomorphology education and to leave the courses and their contents to the preference of the departments. Another reason is that despite the fact that geomorphology requires a technical education, the students from social score of university examination are admitted to the geography higher education program. These factors directly affect the quality of geomorphology education.
