Abstract

The issue of youth poverty is one of the most persistent social policy problems of today because both a cause and a consequence of being NEET (Not in Education, Employment, or Training). The status of NEET is defined as being out of the education system, training, and employment; and it represents a much wider group due to the fact that it also involves young people who have the potential to get into the labor market but remain outside the workforce. Policies to struggle with poverty and NEET are insufficient in Turkey, which has the highest NEET and youth poverty statistics compared to European countries with 2020 data. This is due to the lack of holistic strategies and policies that include "access", "competence", "nurture" and "placement" models. In this study, the relationship between youth poverty and NEET is examined as both a cause and a consequence of being NEET. In this context, the conceptual and theoretical framework is explained and youth poverty and NEET statistics in Turkey are included. On the other hand, the policies recently implemented in Turkey within the scope of NEET and the struggle against poverty have been examined and policy recommendations have been developed for an effective struggle.
