Bu araştırmada paydaş bakış açısıyla Cittaslow (sakin şehir) üyeliğinin Şavşat’ın sürdürülebilir yerel kalkınmasına etkilerinin belirlenmesi amaçlanmıştır. Bu amaçla ilçedeki 4 paydaş grubundan (mülki ve yerel idare, ticari işletmeler, Şavşat Kadın Derneği ve yöresel ürün pazarcıları) 33 katılımcıyla derinlemesine görüşmeler yapılmış ve görüşmeler MAXQDA 2020 yazılımı ile içerik analizine tabi tutulmuştur. Analiz sonucunda, katılımcılar tarafından sakin şehir üyeliği kapsamında dile getirilen 524 görüş içerisinde; 9 sosyal, 8 ekonomik ve 9 çevresel etki türü Şavşat'ın sürdürülebilir yerel kalkınmasıyla ilişkilendirilmiştir. Bu görüşlerin çoğunluğu (%94) sakin şehir üyeliğinin ilçenin sürdürülebilir yerel kalkınmasını olumlu yönde etkilediğine ilişkindir. Yine paydaşlar tarafından en fazla öne çıkarılan etki türü ise ekonomik boyut altındaki turizm etkisidir. Ancak Şavşat’ta turizm ve benzeri etkilerin doğuracağı kontrolsüz gelişme konusunda yerel karar vericilerin dikkatli olması gerekmektedir. İlçede sürdürülebilir yerel kalkınmanın sağlanması noktasında sosyal, ekonomik ve çevresel bileşenleri dikkate alan bütüncül bir bakış açısına dayalı planlama ve uygulamalara öncelik verilmesi önem arz etmektedir.
The research was aimed to determine the impacts of Cittaslow membership on the sustainable local development of Şavşat from a stakeholder perspective. In-depth interviews were conducted with 33 participants from four different stakeholder groups in the district: local administration, commercial enterprises, Şavşat Women's Association and local product vendors. The interviews were analyzed using content analysis with MAXQDA 2020 software. As a result of the analysis of, 524 opinions expressed by participants regarding the Cittaslow membership, nine type of social impacts, eight types of economic impacts and nine types of environmental impacts were identified as being associated with the sustainable local development of Şavşat. The vast majority of these opinions (94%) indicate that Cittaslow membership positively influences the sustainable local development of Şavşat. The most signicant impact, as indicated by the highest number of participant responses, is the tourism impact within the economic dimension. However local decision-makers should be careful about the uncontrolled development in Şavşat that will result from tourism and similar impacts. In order to ensure sustainable local development in the district, it is important to prioritize planning and implementations based on a holistic perspective taking into account economic, ecological and environmental components.
