Some scholars have begun to question whether democracy can survive in the artificial intelligence era.
However, arguably, there is a more important question: can States survive this era? Given its long history, it
would seem impossible to think that the State faces any existential threat. However, this paper argues that
there is a good chance that the concept of the State may cease to exist in the current era. To reach this
conclusion, one must first ask: what is the function of the State? Why did such an institution emerge in the
first place? Does this necessity continue to exist, and is it still being fulfilled by the State? Furthermore, an
analysis that does not consider how technological progress has accompanied the evolution of the State through
the ages would be incomplete at best. It is true that with each technological breakthrough, the role and power
of the State have metamorphosed. However, somewhat paradoxically, it is also true that the influence of
citizens and organizations has grown. Today, the overwhelming level of corporate control over governmental
agendas and lawmaking is undeniably evident. How, then, will the most recent marvel of the human mind—
artificial intelligence—affect power relations in society? Can it completely eliminate the conditions that
necessitate the existence of the State? This paper seeks to unravel these questions.
