The cities of Liverpool and Dresden have recently been in the spotlight due to large-scale construction proj- ects, sparking disagreement between UNESCO and the city administrations over the contemporary value of cultural heritage. This study aims to discuss what constitutes the preservation of cultural heritage within a modern city in the context of this disagreement. Thus, two different strategies for the preservation and planning of historical heritage sites, along with the perspectives of various organizations on these strategies, are discussed using the most recent examples. The methodology employed in this study is a documentation review encompassing drawings, documents, and interview reports related to both sites. The findings indicate that in Liverpool, a large-scale project encroaching on the industrial coastline is being pursued by various actors. However, UNESCO opposes this project due to, among other reasons, exceeding height limits in historical areas and the construction of structures incompatible with historical buildings. In Dresden, in the Elbe Valley, the ecological and aesthetic damage that bridge construction would cause has been criticized. In conclusion, both projects justify UNESCO’s concerns in many respects. However, UNESCO has not been able to propose a functional alternative to the bridge in the Elbe Valley. UNESCO’s reservations and the sanctions it demands for project modifications have failed to prevent the projects from being carried out and the damage they cause in these areas. This demonstrates that the justified claims that modern structures in these areas lack outstanding universal value are being disregarded. The enforcement power of the World Heritage List is weak, and its evaluation is debatable. Furthermore, the sites on the list are exposed to the negative effects of this situation.
