Özet

1950'lerden beri devam eden Türkiye'nin Avrupa Briliği'ne üyelik serüveni uzun süre bir ekonomik kalkınma ve dış politika meselesi olarak ele alındı. Bu yaklaşım 1987'de yapılan resmi üyelik başvurusuyla kısmen değişti. Radikal değişim ise 1999'da gerçekleşen ve AB'nin Türkiye'ye verdiği aday üyelik statüsü ile geldi. AB bundan sonraki dönemde ve özellikle  de 2005 yılında üyelik müzakerelerinin başlamasıyla Türkiye'nin iç siyaseti ve siyasal yapısına meşru bir müdahale imkanı yakaladı. Bununla bilikte ilişkiler hem AB hem de Türkiye'nin yakın çevresindeki bir dizi önemli gelişmeyle yeni bir hal aldı. Arap Baharı ve Suriye'deki iç savaş jeopolitik hesapları ve mültejiler sebebiyle gündeme gelen insani bir krizi AB-Türkiye ilişkilerinin temel konuları hali ne getirdi. İşte bu makale Orta Doğu'daki son gelişmeler ışığında AB-Türkiye ilişkilerini tartışmaktadır.

 Since their beginning in the late 1950s until recent times the relations between Turkey and the European Union (EU) have been regarded as a question of foreign policy or as a matter of economic development. The official application of Turkey in 1987 slightly changed this perspective to be mainly technical and economic in essence. The EU’s Helsinki Summit in 1999, granting Turkey official candidate status, radically changed this. The EU’s impact on Turkey’s politics and political structures gained legitimate ground with the start of the accession negotiations in 2005. However, the relations made an unexpected turn in the radical political changes in the common neighbourhood. The Arab Spring and the civil war in Syria brought the geopolitical calculations and humanitarian crisis caused by the refugee crisis as the central questions that are parallel to accession negotiations. This article, in light of the recent changes in the Middle East, aims to discuss the relations between Turkey and the EU.
