Özet

Financing and delivery of health services may vary from country to country. However, in general, financing of health services refers to the process and system of resource transfer between health service providers and those who finance. In the field of health, resources are generally collected from households and companies in the form of taxes, social health insurance premiums, private health insurance premiums, individual medical savings accounts and out-of-pocket payments. Revenue collection methods are also called “financing methods.” The organizations that collect the income in providing financing can be private profit-oriented organizations, non-profit private organizations and public institutions. The economic and demographic problems experienced in recent decades have also brought to the fore the need to use resources efficiently in the field of health in order to be financially sustainable. The World Health Organization (WHO) has stated that global health expenditures are increasing faster than the rest of the global economy. WHO calls on all countries to prioritize efficient, cost-effective primary care as the path to achieving "health for all.Increasing health care costs would not have emerged as a serious problem if resources were not limited. However, when the reality of resource constraints is taken into account, increasing costs have started to create a major burden on state budgets.For policy makers, there are important implications in perceiving the relationship between increasing costs and resource constraints. To sum-up, the general trend that has emerged in order to reduce healthcare expenditures and reduce the burden on states in terms of financial aspects globally is to focus on primary healthcare services and, in particular, to establish and disseminate the concept of preventive healthcare.
