Özet

Transparency, which is one of the principles of a democratic administration, can be obtained through the state's duty of providing information and through the right to information and research. To put these into practice implies the sharing of administrative responsibilities and the control of the state administration by the public. Yet, the sharing of responsibilities and the right to control are not unlimited. For, in addition to the protection of the rights of first and second persons, that of third persons is also important. Archivists, who are involved in the formation of systems of records register and the management of institutions, as well as the clarification of the limitations of the rights of access to institutional and archival documents, play an important role in the effective protection of these rights.
