Approaches to inequalities in case of Turkey

 Abstract:

 

The main purpose of this study is to focus on Turkey’s official development plans and poverty reduction policies that are suggested to be based on growth with equity approach during 2000s. In doing so, efficiency of given policies will be questioned by using empirical evidences and household survey data.

 In case of Turkish economy “growth with stability” and “growth with equity” are defined among main discourses and it is seen that the necessity of inclusive growth is being called as the main motto of related policies. Since the beginning of 2000s Turkey is being classified among the countries where pro-poor policies have been redefined and state’s institutions have been transformed by creating new forms of institutional framework regarding pro-poor policies. It is believed that these policies have also transformed the behavior of poor households and created new poverty regimes.

First of all it is important to focus on definition of inequalities since it is suggested that this definition also determines the composition of the policies. In addition, the sources of inequalities and applied policies designed to eliminate inequalities are being shaped by given definitions. Accordingly, this study will summarize the official approach to inequalities. Also in order to define pillars of income related inequalities, income distribution data, social assistance programs and social expenditures will be analyzed. Furthermore in order to analyze composition of poverty , behavior of poor households will be included to the analysis by using household income and living conditions  surveys led by Turkish Statistical Institute (Turkstat).It is claimed that based on these surveys, the structure of poverty needs to be redefined and due to this,  hence efficiency of policies will be considered.
