Özet

Ali Haydar Bey is a statesman who was educated at Mekteb-i Mulkiyye, one of the Western-style educational institutions of the state, during the challenging economic and political times of the Ottoman Empire. He assumed significant administrative duties in various parts of the country. Besides his role as a bureaucrat, he was also elected as a member of parliament in various periods; however, he showcased his talents more as an administrator in cities rather than in the parliament. In this context, Ali Haydar Bey made substantial contributions to the development of numerous cities and undertook key roles as the governor and deputy mayor of Istanbul between 1923-1924. These activities are of particular importance both in terms of showing how the cadres who came to office after the National Struggle handled the management of the city and in terms of understanding the conditions of the period. As a matter of fact, this process, in which many political and social changes have taken place, has been a period of time when the foundations of the policies affecting the future have been laid. Ali Haydar Bey, who was appointed to Ankara as a mayor after Istanbul, came to the forefront with his activities throughout his life and took his place in history. This article provides information about the life of Ali Haydar Bey, but mainly aims to focus on the municipal activities that he carried out in Istanbul as deputy mayor. The main sources of the study are archival documents and periodical newspapers of the period and research works on the subject have also been used.
