ÖNSÖZ
Veba, kolera,
çiçek ve tüm diğerleri… Salgın hastalıklar dünyayı globalleşmeden çok önce de
çok defa sarmıştır. Antikiteden moderniteye, mikrobiyoloji, epidemiyoloji ve
enfeksiyon hastalıkları disiplinlerinin gelişimine dek, insanlar
anlayamadıkları enfeksiyöz felaketlerle karşılaşmanın çaresizliğini ve
korkusunu yaşamıştır. Salgınlar insanoğlu için daima zorluklar ve yeni
başlangıçlar anlamına gelmiş, toplumsal, siyasal, ekonomik ve demografik
etkileriyle insanlık tarihine yön vermiştir. Bu etkiler gibi tarih boyunca
salgın hastalıklarla nasıl mücadele edildiğine dair bilgiler de son derece
ilginçtir. Bu mücadeleler bilhassa, gribin dahi bir yılda yüz milyona yakın can
alabileceğinin görüldüğü 1918 grip pandemisinden sonra, XX. yüzyıl boyunca
gerçekleşen medikal (prevantif, terapötik, profilaktik) atılımlar ve kurumsal
(Dünya Sağlık Örgütü vd.) adımlar ile tezahür etmiştir. Gelişen aynı
farkındalık doğrultusunda salgınlar, aynı dönemde etik (triyaj, tayınlama),
hukuk (hasta/sağlık hizmeti tedarikçisi hakları, hükûmet ve mercilerin
sorumlulukları) ve medya (konvansiyonel/sosyal medyada prezantasyon,
enformasyon, dezenformasyon) perspektiflerinden de çokça ele alınmıştır. Ne var
ki bir asır sonra bugün, bir başka respiratuvar hastalık olarak COVID-19,
eldeki tüm gelişkin XXI. yüzyıl tıp teknolojisine ve bilgisine karşın yedi
milyona yakın can alarak, salgın hastalıkları bir kez daha insanlığın acı
gündemi haline getirmiştir.
Yine bu gündem
sırasında, 2022’nin Ekim ayında, iki yüze yakın Türk, Avrupalı ve Amerikan
bilim insanının iştiraki ve de Dicle Üniversitesi—İstanbul Üniversitesi—Tıp
Etiği, Tıp Hukuku, Tıp Tarihi Derneği (kuruluş 2004) işbirliği ile, Uluslararası Tarihsel, Yasal, Etik ve Medya
Boyutlarıyla Salgın Hastalıklar Kongresi (Dicle Üniversitesi’nde)
gerçekleşmiştir. COVID-19 atmosferinde gerçekleştirdiğimiz bu kongrenin hedefi,
salgın hastalıklara dair kolektif hafızadan büyük ölçüde silinmiş olan
realiteleri yeniden dile getirmek, dahası, dile getirilebilecek yeni hususlara
kulak vermek olmuştur. Türkiye’nin pek çok üniversitesinden çok kıymetli Türk
akademisyenlerin sunumları, yanı sıra Dr. (PhD) Carlos Viesca (Uluslararası Tıp
Tarihi Derneği Asbaşkanı), Prof. Dr. Jochen Taupitz (Mannheim Üniversitesi,
Hukuk Fakültesi), Prof. Dr. hab. Jaroslaw Kita (Lodz Üniversitesi, Felsefe ve
Tarih Fakültesi), Prof. Dr. hab. Robert Lipelt (Jan Grodek Üniversitesi, Sosyal
Bilimler Fakültesi), Prof. Dr. hab. Bozena Plonka-Syroka (Wroclaw Tıp
Üniversitesi, Eczacılık Fakültesi) gibi yabancı duayenlerin katkıları, ayrıca
kamunun ve medyanın da büyük ilgisiyle, bu hedefimize doğru büyük bir adım
atmış olduğumuz kanaatindeyiz. İsmiyle müsemma kongremizde, Türkiye’de ve başka
ülkelerde geçmişte yaşanmış ve gelecekte yaşanabilecek olan salgınlar, mezkûr
tarihî kıssalardan günümüze çıkarılabilecek hisselerin yanı sıra, çok çeşitli
hukuk, etik ve medya perspektiflerinden de bakılarak ele alınmış, konuşulmuş,
tartışılmıştır. Bu sene (2023) ise, salgın hastalıklar temalı tüm bu sunum ve
bilgileri, herkesin istifadesine arz adına kitaplaştırmayı hedefledik. Bu
hedefimiz de yayımlamış olduğumuz iki (cilt) kitap ile gerçekleşmiş
bulunmaktadır. Yine kitaplarımızın ön kapakları, kongremizde en büyük yabancı
katılımcı grubu ile temsil olunan Polonya ile Türkiye arasındaki dostluk ve
bilimsel işbirliğini kutlamak isteğiyle, ve editörlerimizden Dr. Öğr. Üyesi M.
Kemal Temel’in (İstanbul Tıp Fakültesi, Tıp Tarihi ve Etik Anabilim Dalı)
girişimi ve muhatap Sanok Tarih Müzesi’nin de nazik izinleriyle, Leh ressam
Zdzislaw Beksinski’nin tablolarından biri ile tezyin edilmiştir. Mart ayında
basılan kitaplarımızın, Şubat 2023’te gerçekleşen ve on binlerce yurttaşımızı
yitirdiğimiz Güney—Güneydoğu Anadolu deprem felaketinden ileri gelen doğal
engellerden (ortak acımız, alt üst olan program ve planlarımız, metinlerde
yalnızca yapısal editörlük sağlayabilmemiz vd.) olabildiğince az etkilenmesi
için elimizden gelen gayreti gösterdiğimizi de not düşmek isteriz.
Her bilimsel
bilgi şöleninin ve metninin, Beksinski’nin tablosundaki gibi, karanlıklara
tutulan birer ışık olduğu düşüncesindeyiz ve söz konusu kitaplarımızdan tarih
temalı ilkini, bu düşünce ve en iyi dileklerimizle tüm okurlara arz ederiz.

PREFACE
Plague,
cholera, smallpox, and all the others… Epidemics engulfed the globe many times
before globalization. From antiquity to modernity, to the development of the
disciplines of microbiology, infectious diseases, and epidemiology, people
experienced the helplessness and fear of encountering infectious disasters that
they could not comprehend. Epidemics have always meant difficulties and new
beginnings for humanity, and have shaped human history with their social,
political, economic, and demographic effects. Like these effects, information
on how epidemics have been dealt with throughout history is also extremely
interesting. The counterattack found its most intense form in the medical
(preventive, therapeutic, prophylactic) breakthroughs and institutional (World
Health Organization, etc.) steps achieved in the 20th century, after it was
seen that even the flu could claim up to a hundred million lives within a year.
In line with the same growing awareness, epidemics were frequently addressed
also from the perspectives of ethics (triage, rationing), law (patients’ /
health-care providers’ rights, responsibilities of governments and
authorities), and media (presentation, information, disinformation in
conventional/social media) in the same period. However, today, a century later,
COVID-19 as another respiratory disease has once again reminded humanity of the
grim reality of epidemics, having killed almost seven million people despite
all the advanced 21st-century medical technology and knowledge available.
In this
context, in October 2022, the
International Conference on the Historical, Ethical, Legal, and Media
Dimensions of Epidemics took place (at Dicle University) with the
participation of nearly two hundred Turkish, European, and American scientists
and the cooperation of Dicle University—Istanbul University—Society of Medical
Ethics, Medical Law, and Medical History (est. 2004). The aim of this
conference that we organized in the course of the COVID-19 pandemic was to
revisit the realities about epidemics that have been largely erased from the
collective memory and, moreover, to pay attention to new issues that could be
expressed. With the presentations made by distinguished Turkish academics from
many universities across Türkiye, contributions by foreign scholars such as Dr.
(PhD) Carlos Viesca (Vice-president of the International Society for the
History of Medicine), Prof. Dr. Jochen Taupitz (Faculty of Law, University of
Mannheim), Prof. Dr. hab. Jaroslaw Kita (Faculty of Philosophy and History,
University of Lodz), Prof. Dr. hab. Robert Lipelt (Faculty of Social Sciences, State
University of Jan Grodek in Sanok) and Bozena Plonka-Syroka (Faculty of
Pharmacy, Wroclaw Medical University), and the great interest of the public and
the media, we believe that we have taken an important step toward achieving
this goal. In our conference true to its name, past and possible future
epidemics in Türkiye and other countries were addressed and discussed from a
wide variety of legal, ethical and media perspectives, as well as in the
context of lessons that can be drawn from the historical pandemics. This year
(2023), we aimed to publish all these presentations and information on epidemic
diseases in the form of a book for the use of everyone. With the present book
in two volumes, this goal also has been accomplished. Again, the front covers
of our series are illustrated with one of the works of Polish painter Zdzislaw
Beksinski, with the desire to celebrate the friendship and scientific
cooperation between Türkiye and Poland, represented by the largest group of
foreign participants in our conference, and with the request of Asst. Prof. Dr.
M. Kemal Temel (Department of Medical History and Ethics, Istanbul Faculty of
Medicine) from our editorial team and the kind permission of the Historical
Museum in Sanok. We would also like to note that we did our best to ensure that
our series published in March are affected as little as possible by the natural
obstacles (our common grief, derailed plans, that we could provide only minimal
textual editing, etc.) resulting from the Southern–Southeastern Anatolia
earthquake disaster that occurred in February 2023 and caused the death of tens
of thousands of members of our nation.
We think that
every piece of scientific knowledge is, as in Beksinski’s painting, a light
held against the darkness and, with this thought and our best wishes, we
present our first volume with historical contents to all readers.
