Information about the Second Athenian League derives mainly from the decree of Aristoteles of 378/7 BC and ancient authors. The league aimed to protect Greek cities from Sparta's aggressive policy. However, the lack of evidence that has survived to the present day makes it impossible for us to paint a complete picture of the period. For this reason, this study aims to provide a broader perspective and question certain generalizations. In this regard, the study will focus on the reasons why cities joined the league and examine how the establishment of the Second Athenian League affected the relationship between Athens and the Odrysian Kingdom, the largest regional power in Thrace. In addition, the situation in Thrace during the 4th century BC, as well as the networks of relations among the city-states, will be described based on evidence from literary sources, epigraphic documents, and modern scholarly discussions.
