Özet

It has been seen that in the Ottoman Empire, instead of practices such as excluding or imprisoning disabled people, they were tried to be integrated into society by ensuring that they took responsibility. The factor that played a role in taking responsibility was education. Giving importanve to the education of the deaf and mute in the Ottoman Empire and taking initiatives in this regard has been an indicator of the value given to them. However this situation didn't prevent the problems in their social life from being transferred to the Republican period. The first of these problems will be the inability to open an independent school. Although education was started in a detached building for the deaf, mute and blind in Izmir during the Republican period, the same wasn't the case for the deaf people in Istanbul. Here the mute people in Istanbul first established the Mute Society under the presidency of Suleyman Sirri Gok, and then they started to organize congresses in order to announce their problems. Another issue that has come to the agenda as much as the school issue is the issue of participating in the international mute congress. It is noteworthy that this issue was given wide coverage in congresses. The Turkish press also showed great interest in the congresses, which were held for he first time in 1930 and continued effectively until Ataturk's death. With this study, we tried to analyze the congresses of the deaf and mute held in Ataturk's period through the Turkish press. In our study, which was prepared by making use of a wide literature review and the archives of the Republic and the Presidency, our main source was the national newspapers published between 1930-1938.
