Özet

Özet: İstanbul’un emniyet ve güvenliği ulaştırma altyapı ve uygulamaları ile yakından ilişkilidir. Sadece olağanüstü zamanlarda değil, her şeyin yolunda gittiği gündelik yaşam içerisinde ulaşım ve lojistik hayati öneme sahiptir. Ulaşım vatandaşın aldığı temel bir hizmettir, herhangi bir trafik ve altyapı sıkıntısı zincirleme olarak tüm şehri etki altına almaktadır. Diğer taraftan insanların yaşamı ve tüm kurumların (özel sektör ve kamu) mal ve hizmet hareketi yine bu altyapı ve uygulamalarla sağlanmaktadır. Buradan hareketle, İstanbul emniyeti ve güvenliğinde ulaşım ve lojistik eksenli düşünülmeden hareket edilemez ve bir planlama yapılamaz. Bu planlama şehrin gelişimi ve büyüme planları doğrultusunda sürekli güncellenmelidir. Bugün için 20 milyon olan nüfus bu sistemden etkilenmektedir. Aynı zamanda bir turizm ve tarih kenti olan İstanbul’a yoğun turist girişi bulunmaktadır. Sadece ikamet edenlerin değil, yerli ve yabancı turistler de bu ulaşım sisteminden etkilenmektedir. Olağanüstü durumlar ise deprem, aşırı yağış, enerji kesintileri, terör, siber saldırı, pandemi vb. gibi düşünüldüğünde, felaketin türüne bağlı olarakb, c, d senaryoları düşünülmelidir.

Abstract: The safety and security of Istanbul is closely linked to transportation infrastructure and practices. Transportation and logistics are vital not only in times of emergency, but also in everyday life when everything is going well. Transportation is a basic service that citizens receive, and any traffic and infrastructure bottleneck has a knock-on effect on the entire city. On the other hand, the lives of people and the movement of goods and services of all institutions (private and public) are provided by these infrastructures and applications. From this point of view, Istanbul’s safety and security cannot be achieved without considering transportation and logistics. This planning must be constantly updated in line with the city’s development and growth plans. Today, a population of 20 million is affected by this system. Istanbul, which is also a city of tourism and history, receives a large number of tourists. Not only residents but also local and foreign tourists are affected by this transportation system. When extraordinary situations such as earthquakes, excessive rainfall, energy cuts, terrorism, cyber attacks, pandemics, etc. are considered, scenarios b, c, d should be considered depending on the type of disaster.
