Özet

In a sealed – bid reverse auction which is mostly used for governmental procurements the most challenging problem is selecting the most proper bid for buyer who makes a decision about not only minimizing the procurement cost but also establishing a smooth procurement process and for the suppliers who seek for maximum gain through the bid which is most likely to win the sealed – bid reverse auction.  This study is aiming to analyze the structure of sealed – bid reverse auction and create a quantitative method for a decision made by both the buyer and the supplier.
