The new opportunities, technologies, investments in space are giving rise to new threats. The growing importance of space in modern warfare, advancements in satellite technologies, and increasing threats from different types of sources are shaping the environment and space is becoming more militarized, emerging threats are variant, closer, they are here. The role of new capabilities, with new opportunities in surveillance, navigation and communications, with the proliferation of these capabilities across orbital regimes, from geostationary (GEO) to low Earth orbit (LEO), matching with ‘very robust RF interference, cyber interference, even counter-space weapons’ and expanding the threat of conlict in outer space. While the dual nature of many space activities and technologies renders it dificult to assess the risks, there is a new race to secure the economic and strategic beneits of the exploration and uses of the celestial bodies, including the Moon. While strategic competition between state, military and commercial actors is intensifying, the potential offensive and defensive uses of on-orbit assets and future capabilities are changing the future threat environment. This work will assess the potential threats that might emerge from strategic competition and responses of the international law.
