The subject of this research is Abdülmü’min Pasha, who was born in Zeyne, which was a small town in the İçel sanjak, and his family has a long local history. As a local leader, he started to make a name for himself in archival sources since the 1650s. He became a mütesellim in 1664, and mukātaa vojvode in 1673. He took part in the Vienna campaign in 1683 as the governor of İçel sanjak. After the death of governor of the Karaman during this campaign, the province of Karaman was given to Abdülmü’min Pasha. Finally, he died a year later, in 1684, during the defence of the Budin Fortress. This article describes the rise of Abdülmü’min Pasha as a provincial elite and his participation in the Ottoman ruling class. In that time, when the province and sanjak administrations were filled by the aghas and pashas who were educated at Enderun and pasha-sons, it was rare for a local leader to join the military class. In this aspect, Abdülmü’min Pasha is an interesting and probably one of the first examples of the emergency and rise of the notable in the Ottoman provincial society. As much as possible, his ascension story has been tried to be told in a parallel with the conditions of the period and the changes in the Ottoman central administration. The changes in the appointment of administrators to the sanjaks have been particularly taken into account. The Primary sources of the article mainly consist of the Ottoman Archive records and documents. In addition, Konya and Karama kadı registers were also used. Likewise, Ottoman chronicles of the period are our primary sources.
