Özet

II. Özellikle merkeziyetçi idare anlayışına getirdiği eleştiriler ve vilayetlerin yetkilerinin artırılmasını savunan “tevsî-i mezûniyet” ilkesine yaptığı vurgu Boyacıyan’ın imparatorluğun çeşitliliğini dikkate alan kapsayıcı yönetim modelinin merkezinde yer almaktadır.
With the proclamation of the Second Constitutional Era, the hopes and quest for reform that flourished in the Ottoman Empire brought together intellectuals from different ethnic backgrounds in a shared vision for the future. The freedom provided by the Constitutional Era paved the way for the writing of expectations and the prescriptions to fulfill these expectations in books, magazines, and newspapers. This study examines the vision for the rebuilding of the state as presented in the work Ahidnâme-i Mübâreke ve Sadâ-yı Vatan (The Holy Covenant and the Voice of the Homeland) by Mihran Boyacıyan, an Armenian non-Muslim Ottoman bureaucrat who was an important witness to this intellectual climate. The study comprehensively analyzes Boyacıyan's life and bureaucratic career alongside the arguments in his work, offering an in-depth analysis of the solutions he proposed as both an Ottoman patriot and an experienced administrator. The main finding of the research is that Boyacıyan's proposed constitutional order is based on Islamic legitimacy, referencing the covenant that guarantees the rights of Christians as granted by the Prophet Muhammad, while also advocating the use of Western administrative and legal experience to establish a modern state and society. The author's vision is not merely theoretical. Thanks to his years of experience as a provincial administrator in different regions, he identified concrete shortcomings in the functioning of the state, from finance to customs, forest management to tax justice, and proposed practical reforms to address these problems. His criticism of the centralist approach to administration and his emphasis on the principle of “deconcentration,” advocating for increased powers for the provinces, are central to Boyacıyan's inclusive model of governance that takes into account the diversity of the empire. In conclusion, this article demonstrates that, in the person of Mihran Boyacıyan, the ideal of Ottomanism was not merely a project of a upper- identity, but also a comprehensive program aimed at reestablishing the institutional structure and social justice of the state.
