Özet

he tracking of developmental ideas in the current period, which marks the centenary of the Republic of Türkiye in particular, indicates the importance of the historical context, especially the era of the 19th century. This period is also a reflection of the discussion of strategies to strengthen or maintain the national position in the face of the Industrial Revolution. In addition, the tendency of bureaucratic elites who went to Germany for higher education to carry the approaches of the German historical school to the geography of Türkiye constitutes an important milestone in the evolution of developmentalist thought. Therefore, the development of "national developmentalist" strategies has been one of the most important topics of debate since the 19th century. These tendencies also opened a space for the statism-national developmentalism strategies that emerged in the peripheral countries after the Depression of 1929. The changes that emerged with the adoption of the planned development approach and neoliberal globalization in the following periods include conditions unique to Turkey as well as characteristics unique to the periphery countries. This paper traces the path of dependency in the development of developmental ideas throughout the history of the Republic, taking into account the determinants of the efforts to adapt to external conditions as a peripheral country, the basic tendencies of bureaucratic elites, and the scope of domestic coalitions. While analyzing the institutional transformations and continuity in the evolution of developmental ideas, particular attention will be paid to the connections between universities and public institutions that determine development strategies. The focus will be on analyzing the determinants of path dependency in the evolution of development thinking and studies in Türkiye. Finally, the uniqueness of developmental ideas in Türkiye and the extent to which they differ from the general trends in the periphery will be analyzed.
