Özet:ÖZ ( ABSTRACT) Bu çalışmanın amacı, Türkiye'deki ve özellikle Erzurum'da kurulu bulunan serbest bölgeyi araştırmaktır. Bu araştırmanın ilk bölümünde, serbest bölge kavramı irdelenmiştir. Bu bölümde dünyadaki serbest bölge uygulamaları kadar, serbest bölgelere ilişkin çeşitli kuramsal teoriler tartışılmıştır. Araştırmanın ikinci bölümü Türkiye'deki serbest bölgeler hakkındadır. Serbest bölgelerin tarihsel gelişiminden sonra, Türkiye'deki serbest bölge uygulaması, yürürlükteki mevzuat ve ihracat, istihdam, yatırım gibi çeşitli performans kriterleri göz önünde bulundurularak incelenmiştir. Üçüncü bölüm Erzurum'daki serbest bölge hakkındadır. Bu bölümde, bu özel serbest bölgenin kurulduğu bölgenin şartları irdelenmekte ve Erzurum'daki serbest bölge uygulamasının neden başarısız olduğu açıklanmaya çalışılmaktadır. Sonuç kısmı, serbest bölge kavramı ve uygulamasının ayrıntılı bir değerlendirmesidir. The aim of this study is to investigate free zones in Turkey and, in particular, the free zone in Erzurum. The first part of the study is devoted to the concept of free zones. This part discesses various theoretical aspecst of free zones as well as a general assessment of the practice around the world. The second part of the study is about free zones in Turkey. After a historical background, the Turkish practice, regarding legal aspects and export and employment performance, is investigated. The third part is devoted to the free zone in Erzurum. This section explores the conditions under which this particular free zone operates. An evaluation as to why the operation of the Erzurum free zone failed is provided. The concluding section is an overall assessment of the concept and practice of free zones. Ill
